One of my favorite young adult fantasy stories

This is an interesting take on a fairy tale with the traditional magic and princesses and castles and horses but told in a new and clever way. A princess is engaged to marry the prince of a neighboring country to form a political alliance, but when she arrives in her new home, she finds herself falling for the prince's sister instead. At the same time she is struggling to conceal her magical powers because the kingdom has banned all magic.
